Is this the throttle mechanism used on a '59 Elva?

I'm guessing that the boys at Elva fabricated their own throttle mechanism (pedal, cables, & brackets).

Any ideas if they used any of these components?

Dave,
Others have used cables. 10/4/L used rigid links and a bell crank that converts the forward movement of the pedal to vertical movement to the carb.
The bell crank assembly is mounted to the firewall above the rod attached to the pedal which is screwed into the short arm. Pushing the pedal raises the long link attached to the throttle.
